'The Reflecting Pool that you've heard so much about, which is so incredible, it's been gruesomely vandalized by thugs, bad people,' the President said, 'but soon we'll be looking as beautiful as it looked just two weeks ago. In fact, I looked at it just a little while ago. It looks perfect already, but we're fixing it.' There is no evidence that the pool was vandalized. WASHINGTON — Douglas would like to begin by acknowledging that Douglas has now written about the Lincoln Memorial Reflecting Pool three times in two weeks, and that Douglas did not, when he filed the first piece on June 14, anticipate writing a third. Douglas anticipated, at most, two. The first piece covered the algae. The second piece covered the peeling paint and the hydrogen peroxide. Douglas considered the story complete at two pieces. The story was not complete at two pieces. The story acquired, on June 24, a third element, and the third element is the reason Douglas is back. The third element is thugs.

At the opening of the Great American State Fair on the National Mall, the President addressed the Reflecting Pool’s condition directly. Douglas is going to quote the relevant passage in full, because the passage is the article. ‘The Reflecting Pool that you’ve heard so much about, which is so incredible, it’s been gruesomely vandalized by thugs, bad people, but soon we’ll be looking as beautiful as it looked just two weeks ago. In fact, I looked at it just a little while ago. It looks perfect already, but we’re fixing it.’

Cause two: the peeling of the new ‘American flag blue’ coating, which CNN, Snopes, and ABC News have all attributed to the hydrogen peroxide that the National Park Service poured into the pool to treat the algae — the peroxide having dissolved the adhesive bond between the new coating and the concrete. Neither of these causes is a thug. The algae is an organism. The hydrogen peroxide is a chemical the administration itself deployed. There was no point in the pool’s recent history at which it looked the way the phrase ‘as beautiful as it looked just two weeks ago’ implies it looked. The beautiful version of the pool is not two weeks in the past. The beautiful version of the pool is, at this point, hypothetical.

Claim Three: ‘It Looks Perfect Already’

The President stated, on June 24, that he had looked at the pool ‘just a little while ago’ and that ‘it looks perfect already.’ Douglas would like to place this claim next to the photographic record from the days immediately surrounding June 24. The photographic record from that period — from CNN, ABC, Reuters, USA TODAY, the AP, and Spectrum News — shows a pool that is green in large sections, with algae visible, with paint detached and floating, and with National Park Service workers using vacuums and nets to remove material from the water. ‘It looks perfect already’ is not a description that the photographic record supports. Douglas would note, additionally, that ‘it looks perfect already, but we’re fixing it’ contains an internal tension: a thing that looks perfect does not require fixing, and a thing that requires fixing does not look perfect. Douglas is arguing something narrower and, Douglas thinks, more durable: that the documented cause of a visible public problem and the publicly asserted cause of that problem have, in this instance, diverged, and that the divergence is itself documentable, because the pool is right there, in the open, on the most photographed lawn in the country, and anyone can walk up to it and look. The pool is green. The paint is peeling. The cause is algae and hydrogen peroxide. There are no thugs. The President said there were thugs. The pool, which does not have a press office and cannot issue a correction, continues to be green in a way that the thug explanation does not account for and the chemistry explanation accounts for completely.
